[Amps] Lowering Resonant Frequency

Hi gang,
 
I have acquired a commercial UHF cavity I would like to use on 70cm. The coaxial resonators as they are, only tune down to 470 MHz or so. 
 
Would it be practical to use a dielectric within the resonators to lower the VF and get the resonant freq down the approximately 9% required?
 
Any thoughts?
