1 - DISCHARGE HV SAFELY and MEASURE TO MAKE SURE THERE IS NO VOLTAGE ON 
THE PLATE SUPPLY

2 - remove the tubes

3 - power AMP up again

4 - check Ip again if Ip == 0 then the tubes are probably at fault most 
likely a grid to plate short

5 - If you are still seeing current check the ammeter circuit and the 
plate chokes
