[Amps] What does full duty cycle mean?

The Icom 756 III brochure states that the PA is capable of  "full duty 
cycle". I called Icom America and spoke with Fred a week ago and  asked for a 
definition of "full duty cycle", he didn't know but promised to get  me an answer.  
I haven't heard from him.
 
I understand Continuous Duty Cycle and ICAS but I can't find a  definition of 
"full duty cycle" anywhere.
 
Does anyone know what "full duty cycle " means?
