[Amps] illegal amps?

I say leave the guys alone.  You can't possibly stem the tide.  BESIDES, it IS legal to use these amps on 10 meters now
that the regs have been changed and the FCC has seen the idiocy of their earlier ruling.   Just check em for harmonic
outputs and splatter and distortion before putting your full trust in them.
