With no load the filament transformer draws little current, with tubes in,  
it draws 30 amps.  If there is a suspect short in the transformer it will  be 
more prominent with the tubes in than without.  Assuming the tubes are  good 
and there is no filament to grid short, your filament transformer is now  toast. 
 Start looking for another one. Or have that one rewound.  Good  Luck
