carl is right

 simple  813's.. and  4-400's in GG  will work just fine. 

One can always  'up- grade'   to   Chinese  3-500Z  later on... [ or a  3CX-1200]         That socket will handle 4-400A/B/C    3-400Z   and  3-500Z      3CX-1200 etc. 

Even a SINGLE  4-400A/B/C  would be a good ticket.    Then u don't have to worry  about tube balancing problems etc. 

 keep the voltage down, then no vac  tune cap required.   If u can find a vac tune cap, great, use it. 

They are easy to get going on the low bands... and with some minor tweaking, upper bands too. 

Anything  from  2-4 kv  will work.    The  builder can up grade any portion of it.. at any time. .. like qsk, etc. 

Sorta  like a ... 'work in progress'    / starter amp  /  building experience.  / learning experience.. all at once. 

My buddy did that  with the green lee large meter punch's....... bought em on ebay .. used em.. then resold em !
