[Amps] Tesla Effect - what the heck is that?

I should have said a bunch of Tesla worshipers that are just discovering resonance.
Like the MIT guys that are sending energy across a room using high Q tuned circuits. But don't  know
that there are RF field safety limits.

OK, the engineer in me perked up with the on-going thread that mentioned '...the Tesla effect..'

Can someone, in technical terms, explain what the 'Tesla effect' is?  Or what it is supposed to be?
