As well as all the other home brew amps that have tubes with handles.

2.5kW whether legal or not, is flea power when put against what we 
hear on the bands during every big contest. Those big amps are not 
being run at 1500 Watts. They are being run flat out. Power levels of 
3dB to 6dB over what is legal are being run by many stations around the world.

You can't single out one single station in China and say that it was 
running contrary to the rules of the contest if you are not going to 
do the same with all the others.

I am not saying it is right. I'm just acknowledging that it happens 
and that it is here to stay and none of us are going to stop it.

It would be far easier to simply change the rules than it would be to 
police power levels.
