And BTW, this is a very common problem that I see at least once a month for the AL82, 1500 and 1200 amplifiers.

  If the step start relay were shorted, the fuse is by-passed.  In other 
  words, the fuse is not in the circuit, it's shorted out by the relay 
  contacts.
