   There is an advantage to having an external bleeder resistor, 
compared to a resistor across  each capacitor, with a low value resistor 
it serves as the "multiplier" for the (hV) Voltage panel meter.

   The ribbed aluminum power resistors have little (just over 1 kV each) 
voltage insulating properties, but are available with 2% tolerances. 
They must (all except the one nearest to the ground connection) be 
separately mounted on insulated plates or other insulated heat sinks.
Been there done that.
