Grid current with no drive isn't normal. It isn't a question of bias. Try just shorting 
the amp key line without the transceiver connected. If you get some grid current, either 
the amplifier is unstable (unlikely) or a tube is going bad.

Probably you will not see any, which implies that the grid current was caused by the 
transceiver generating some RF -- possibly from hum, etc.
