I "suspect" that the gain reference was a typical 1/4 wave ground  
plane vertical.   As you say..... WHO KNOWS ?

That would make the published gain figures somewhat more accurate.

I'm sure there is SOME improvement as I have built similar 2 meter  antennas
that were fifty feet long and they were some of the "hottest"  
performing antennas the repeater ever had... We just couldn't keep  
them up mechanically without a lot of maintenance.
