Bob...WRT the Titan 425 idle Ip....It sounds like the tubes are not being held in cutoff when un keyed....The 28 VDC and the bias voltage can be checked without defeating the interlocks by removing the bottom cover and measuring the bias voltage at R-15, D-2, Q-1 & Q-7 on the Input Bias Board.... Remember that the tubes will not receive the normal airflow while the cover is off. A few minutes will not cause any problems but  I wouldn't leave the cover off any longer than necessary..
