You guys are missing one very important factor.  It looks a lot cooler to have
the smaller antennas on the top. What it looks like if you place the low band
antennas on top, is when it was a fad to hang the Christmas tree upside down
from the ceiling.  Remember, image is important. You can lie about your
countries worked total, but your antennas are right there for everyone to see.

If the low band antenna is heavy enough or has high enough wind load so that the
mast is not rated
to carry it at the top, one would put it at the bottom to keep from destroying
the mast. Otherwise
it should go at the top for performance reasons.
