It may be incorrect to assume that an individual who shows up in a pileup
within a few minutes of a PacketCluster announcment is actually monitoring
packet directly.  With a spectrum scope such as that built-in to the IC-781,
pileups of loud locals calling a DX station form big blips that are hard
to ignore.  Go for all the "blips" and you might appear to be following the
packet announcements, even though you are not.

On the other hand, if one jumps immediately to a packet spot's frequency,
and the first or second station you hear is the individual who says he doesn't
use packet, and if this happens two or three times in a row, I think
you've got some pretty good evidence to support the claim that that
individual is, in reality, operating in the "assisted" category.
