He usually signs N6VI/KH6. I have worked him outside the contests.

He usually doesn't sign portable KH6 in SS, but does sign portable in DX
contests.  However, according to the new FCC rules, I don't see why he can't 

sign portable AH7, NH7, KH7,  or WH7 at anytime.  Am I wrong?  After all, 
this
was a prefix contest.
