Cape Verde anybody?

Hi gang,

I'm working with a couple of ZS hams.  Together we are going to operate a
multi-single high power station in Swaziland for CQ WW Phone.  While in the
ZS area I hope to operate from a few neighboring countries as well.

Here's the deal.  On the way back, my flight re-fuels in Cape Verde (D4).  As
an extra bonus I can stay there a few days if I wish without upcharge.  This
sounds neat although I don't know anybody on D4.  Does anybody have any ham
connections there?  If so, a possible fax number, phone number or internet
address.  A snail mail address wouldn't help as there is not enough time at
this point.

A bit more detail:

The two items the FCC has (on the Web) can be further defined:

1) Guidelines for Evaluating the Environmental Effects of
     Radio Frequency Radiation  (This is the R&O released on
     August 1st 1996.)

2) Measurements of Electromagnetic Fields at Amateur Radio Stations
   (This is a report of a field study done by FCC and EPA at several
    amateur stations in California.)

And,

There is ALSO a "Bulletin 65" that will be updated in December.
This is called: "Evaluating Compliance with FCC-Specified guidelines
for Human Exposure to Radiofrequency Radiation. OST Bulletin No. 65,
October 1985." (It will be renamed "OET Bulletin No. 65" when it is 
released.)
The FCC is working on the new Bulletin 65.
