  First of all, this is the Pandora's box of amateur radio and you've ope=
ned
it up.

   Secondly, building permits were not perpetrated to prevent hams from
putting up towers.  Local building departments have adopted building code=
s
with one of the most widely invoked being the Uniform Building Code (UBC.=
)
Those codes are written for  structures and since towers are considered
structures, they are subject to the UBC.  Also, in order to build anythin=
g
that falls under the UBC (no pun intended), building departments are aski=
ng
for stamped engineering drawings FOR YOUR STATE.  Therefore, you either h=
ave
to get a local Professional Engineer (PE) to do it or have Rohn do it.  R=
ohn
has engineers that have licenses for most states and for a fee, they'll
provide you with the drawings you need.

   These comments are only addressed to the permit process and have nothi=

to do with zoning.  Even if you're zoned for a tower, it's not a slam dun=
k.

   Some building departments are also asking for soil tests as part of th=

permit documentation ... and you don't even want to know about that!
