Grounding the feedpoint with a choke will prevent build-up
of static on the antenna, but probably won't get rid of all the
noise. In any case, about 25 microhenries is enough for 80M, and
can provide some lightning protection if it is heavy enough. A
large resistor (like 100 K) will also prevent charge build-up, but
offers no lightning protection.
Rain static noise is caused by charged drops of rain hitting
the antenna, so small antennas shouldn't be as noisy as large
ones. You might just want to use a small antenna for receiving
on 80. Small loops should work well. I've also heard that using
insulated wire cuts down on rain static.

JAPAN INTERNATIONAL DX CONTEST (rev 96/Sept/25)
OBJECTIVE: For amateurs around the world(DX) to contact JA stations
in as many JA prefectures as possible.
For amateurs in Japan to contact DX stations in as many DXCC countries
and CQ Zones as possible.
1. CONTEST PERIOD
Starts: Nov. 08 1996(Fri.) 2300 UTC
Ends : Nov. 10 1996(Sun.) 2300 UTC
Operating period is maximum 30 hours of the total 48, except for
JAs, who can operate the full 48 hours.
Off period must be longer than 60 minutes length and clearly indicated
in the summary sheet.
2. BANDS:
PHONE 3.5/7/14/21/28MHz (JAs on 3525-3575,3747-3754,3791-3805KHz)
