VS96 = VR96 = Hong Kong (VS6 VR2)

This prefix will also change to VS97 and VR97 on 1/1/97 and to VR98 on
1/1/98. All this in observence of the handover of Hong Kong to mainland
China.

When conditions get better, I'll consider skeds for the prefix hunters.
