Hi Jim,
 I Think that your on to something there, from listening to what
everyone is saying about when cut numbers are ok and when cut numbers
are not ok, it seems that cut numbers are ok when you already know what
you are going to be sent such as 5NN or in CQ WW the Zone # , but when
it comes to actually copying something such as a serial number in WPX or
a Power in ARRL then it is not ok. CQ WW is with very few exceptions
already just an exchange of callsigns, perhaps a serial number needs to
be added to the exchange.
