and if you just happen to have a machine already running win-95 and set 
up for internet with a dialup or other isp connection just download my
wintelnetx program and create bridges to and from telnet packetclusters,
ct serial or ethernet networks, local or tnc accessed packetclusters, 
and now you can accept telnet connections also.

but the shell account method is probably the cheapest as far as hardware
and software investment.
