[CQ-Contest] E21CJN 160/80 QRGS

As Fred K3ZO posted recently, the HS folks are now licensed for 160 and
80 during the WW CW. Talked with E21CJN this morning and he just received
his authorization. He asked me to post the transmit frequencies.
1834-1840 and 3524-2526. I assume those blocks were assigned to all of
the Thai's who were authorized the low bands.
