The ARRL recently decided to not to offer any bandplans to IARU or ITU
as much of the world still does not have access to all of the band.
Some contries such as Japan only have one 5 Khz window and CW only no
SSB or digital.  Seems most of EU has 1820 to 1850 so I guess most of
the activity will be there.  The second thing to watch is power
levels.  Some countries only allow low power (for example Germany only
allows 75 watts output per the German Embassy Telecommunications
rep). He did say something about special permits for 600W output, but
was unsure about how to apply.  The rep also said the DL band is now
1810 to 1850.  OH and LA have this same band although PY is only 1831
to 1850.  HL9HH wrote me that Korea only has 1800 to 1820....

The IARU used to keep the band allocations updated but no longer do
so.  There was someone selling a nice printed world wide allocation
booklet about 1 and 1/2 years ago...

Maybe once the whole band (or at least 1800 to 1900 khz) is worldwide
then volunteer band plans can be put in place.
