[CQ-Contest] Multi-single multiplier station rule?

It happened again. During CQWW SSB, I was S&P:ing (40m) on Sunday evening:
TMxx :"CQ Africa, this is TMxx"
Me: "OF1AF"
TMxx:"I cannot work you, I am a multiplier station."
Me:" How come? I think that multiplier station is usually working
multipliers but not calling CQ?"
Is this really the way to do it ?
In CW part we will call CQ on quiet bands and answer only to multipliers?
Are the rules of CQWW really allowing it ?
