Contesters, here is the best suggestion in this debate so far!

When you look at the size, population and political structure of
the 48 contiguous States, there should be a multiplier awarded
for each State worked. Great Britain is composed of entities called
DXCC countries, each of which may well be smaller than one of the
48 States.

In the ARRL DX contests there is a real incentive for a DX station
to try and get a clean sweep of the North American States
and Provinces on each band.  CQWW should have the same incentive.
