[CQ-Contest] WAE IN and OUTs

WAE Ins and Outs in Europe:

IN:

- interesting QTC traffic system
- different multiplier counting
- summer propagation
- good score leaflet, you'll get it if you send your log

OUT:

- 48 hours, not enough stations to work (24 hrs for WAE is enough!)
- packet radio allowed to single op
- very few DX stations to work for a little pistol (100w + 
vertical/dipole)
- August (CW) is a summer holiday month in Middle Europe
- QTC traffic takes time, little pistol had to wait
- summer propagation
