I agree that the wording isn't quite precise enough.  I'm pretty certain
the rule intends that there are four additional mults on each band.  If you
work two AC members on 20m it means one multiplier.   So... 90+HQ+4= max on
each band.  Any official interpretation should come from k1zz at arrl.org or
info at iaru.org though.
