[CQ-Contest] Zero-point QSO's in CQWW

Yes, the zero point qso problem is not the biggest problem with
CQWW.  But it could also very easily be fixed.
 
Just as qso points are given only for qsos outside your own
country, country multiplier credit could be given only for
countries outside your own country.
 
The concept of a "clean sweep" of zones is still a neat feature
of CQWW, so multiplier credit for your own zone should be
retained.  The guys in zones 6, 12, 18, and 19 would still need a
zero point in country qso to get their own zone, but for nearly
everyone else, same country qsos could be assumed to be guys not
familiar with the contest who are calling in to check their radio
or to just "help out".  Work them politely, but there would be no
need to log them, thereby inflating a log with pointless qsos.
