[CQ-Contest] WPX rule change

Wanted to weigh in on this one as well.... I think its about time.  

I hate to break a contester's big EU or JA run to get his multiplier when he
may get nothing for it.  

I don't think this will hurt anyone. There will be more US activity which means
 3 pts each for DX (and only one for stateside).  I think this will more than
offset the percieved advantage to US stations
