To me this varies a lot by contest and mode. I wouldn't wait around during
SS, even on phone, because I'd figure I'd probably see the guy later. On
CQWW, I'd definitely wait if I thought we'd make the QSO within the minute.
But to me the key is to give the unsuccessful caller that impression he'll
be taken care of quickly, meaning the tightest possible procedures when
more than one call. That's why I vary things like signing after every QSO
inversely with the number of people in the pile.
