[CQ-Contest] Interperetation of CQ rule

OK, lets assume that the "Property Limits" are those of Russia.  Someone
has a station in Moscow and a telephone operated remote site in
Vladivistok, with transmitters and receivers connected to their local
antennas.  Under the rules as written it looks like that would be OK.

Perhaps it is time for a clarification of the rules.
