[CQ-Contest] QRL?

Just my 2 cents worth,  many times someone will throw in a QRL? and begin a
CQ in about 1 second or less.  No time at all for anyone to respond with an
answer unless they already have their hand poised to answer.

Also the lack of courtesy to leave a freq after starting CQing when it
definitely has been in use.  Sometimes it just comes down to a power
struggle.
