[CQ-Contest] Field day no-coders?

I suspect Bob is correct about the future. The FD rules have long made an
allowance for canadians FD'ers, where there are no novice or tech plus licenses.
For VE's, the novice/tech station is to be staffed by hams who have been licensed
less than 6 months.
