Obviously I was wrong - I realized it soon after I posted.

COUNTRY info is not part of the exchange and is determined (from the
callsign) by the log checking software using a master list that, by
definition, will be the same for everyone.

Since the ZONE is part of the exchange, it had better be copied correctly.
