[CQ-Contest] UBN history ?

Hello all

I've been looking at some CQ WW all-time records
- can someone please clarify dates for me - which
was the first year that all entries were compared to 
produce UBN files ?

I seem to remember reading on this reflector that
the UBN system was used for a number of years before
files were made available to entrants ?
I think that after the 1995 contests you could request
your UBN file, same again in 1996, then from 1997 
onwards they have been available for downloading ?
