[CQ-Contest] Submitting Cabrillo Logs for CQWWSSB

I can be trumped by the log checkers, of course, but the contest
announcement in CQ is fairly clear - when submitting a Cabrillo file, no
separate summary sheet is needed.  The Cabrillo format includes your
soapbox comments and the breakdowns and score would be generated by the
log-checking software, at any rate.
