[CQ-Contest] penalty: followup 1

Contesters:

1.  I sincerely wish that everbody who replied to me privately would also 
voice their opinions "in public."

2.  One person thought that my comments insinuated that log checking is now 
perfect.  That was not my intention and such a statement is certainly not 
true.  Errors happen (entrants make them, so can the contest sponsor).  If 
you find an error, contact the contest sponsor.  In the case of CQWW, 
corrections are usually immediately forthcoming (and have yet to have had an 
effect on position of finish).

3.  Yes, log checking is more thorough today than 10 years ago.  The point 
was that the penalty has been around for around two decades.

4.  The "6%" figure for the "best" contest op's was a measure of central 
tendency, not an absolute.  Some guys lose nothing (really!), some lose lots. 
[By the way, "loose" is when something isn't tight.]

5.  Those of you who privately thought a penalty was good, but 3:1 was too 
high are in a different discussion.  If you think some penalty is good, then 
it's just a matter of degree.
