We are talking about totally diferent things and concepts.
Using your logic I would reply:

Steroids tend to increase the risk of suffering cancer, packet cluster does
not.
And my reply would look out of place.
That way of thinking is very similar to the one used by South American
politicians: they don't solve anything, but talk a lot.
