Statisically  the sentence could be true as penalty affects more who manages
more QSO and delas with the more difficult ones.
Strange fact of the life, top WWDX scorers make instead higher QSO numbers
(i.e 10.000) with relatively neglectable error rates.
This disproves any statistical law but the fundamental explaination is that
statistics apply with omogeneous groups whose fact is not applicable at all
when different skills and aims are involved, exactly like it happens in a
contest.
In a contest perspective the goal is to compare skillnesses of operators and
possibly to determine the best ones,  for geographical zone or world,  among
the mass of the entrants.
Penalty for busted qso not only serve to determine real skill, but enhance
quality operations and is an incentive to
become a better operator.
