[CQ-Contest] Penalties - a suggestion

Since Log-checking software has errors, and human justification may be wrong, 
especially regarding uniques, contest committee should invest BONUS of eg. 20% 
of UBN QSOs that should be just removed, without being penalized.

The rest of UBN can be penalized as much as contest sponsors wish. That is 
their marketing strategy of keeping the contest the way they think it should be 
kept.
