[CQ-Contest] Penalties - a suggestion

I think that one gets penalized for BAD and NOT IN LOG calls only, uniques
are just marked as uniques.
So, if you log in a bad callsign (other's log shows your call, but your log
doesn't mach his call, ie W2CE/W2CI) or NIL callsign (you are not in other's
station log) I think you should get penalized somehow. Just removing those
QSOs would give much more flexibility to guessing.
