Lets make these two assumptions. UBN is 95% accurate (one operator error
accessed that is not an error per 20 real errors found) and the operator is
98% accurate (2% error rate.) That means per 1000 QSOs, the operator makes
about 20 errors and the UBN costs the operator about one more error (5% of
20.)

Three extra penalty points per 1000 QSOs is very little, and usually made up
by Uniques that are really Bad but not penalized.

This doesn't address the issue of whether or not gthree penalty points per
error is proper, only that the UBN inaccuracy is not costing very much. I'd
rather have it than not have the UBN as effective as it is.
