[CQ-Contest] RE: {CQ-Contest} Cheating was: Young People

Pete makes a good point about signal disparity.  During WRTC 2000 it
was common for me to tune across one WRTC station who was S-9 and a
few K down the band there would be another WRTC competitor at S-5.
Was one of these stations cheating?  I doubt it due to the WRTC
Judges.
