I don't agree at all.  To understand it you have to change from viewing as
punishment (an after-the-fact action) to a deterrent (to prevent the
fact).

If the penalty was just one or two QSOs, the inaccurate logger can make up
the penalty and still come out ahead by sheer rate.  But a three QSO
penalty is stiff enough that there is an incentive for the operator to
slow down and correctly log the call.  This rewards the accurate logger.

This is the BEST kind of penalty - one that encourages the operator to do
the right thing in the first place and not just treat it as a "cost of
doing business".
