[CQ-Contest] No Account QSOs

this is actually an old, old, problem that has gotten worse with computers, and
really bad now with cabrillo.  in the old paper log days when i was going
through after the contest doing all the dupe checking and scoring, it was easy
to say 'i can't tell what this operator wrote', or 'i know this call is bad',
and write 0 points for it.  that way it was obvious that i knew it was bad and
wasn't going to claim credit for it.... however, if the call was close enough to
a good call that the log checker for the other guy's log could match it up the
other guy would still get credit, and i wouldn't be penalized.  now today there
is no way to do that.  the only way i can avoid being penalized is to remove the
call from my log, that way i don't get penalized, but the other guy may be
penalized for not being in my log.  there should be a logical way to handle this
so the other guy doesn't get penalized, and so i can mark a qso as no points.

now don't start in on the 'you can't change the log after the contest is over'
stuff, i'm not talking about changing it.  i just want to make it so i can
acknowledge that someone made a mistake during the test without being
penalized.   you must remember that i am looking at this from a 5k+ qso m/m log
with 10-15 operators of various skill levels in a weekend... there are bound to
be typos that are obviously bad, alt-n notes saying things like 'i hit enter but
never worked him', 'he never copied our report', 'he got our report but
dissapeared before i got his', 'the first entry is wrong so i logged it again
right', etc... things were now all i can do is change them to my call and then
run ct's fixmine to remove them.
