[CQ-Contest] 3 QSO penalty

I completely agree, aside from the irritation over a thinly veiled
inference that anyone who doesn't agree with the 3 QSO penalty rule must
be dishonorable in some way.

That's too easy. There ARE honorable people who think the rule stinks.
