Read the last couple of messages about 160 again. The bandplan won't specify a DX window for general operating but the 160m Band Plan Committee did recommend that DX Windows in contests (like ARRL and CQ 160m) should continue.
Contest sponsors do not all use the same Window - so there was some hope that ARRL and CQ would get together and agree to a plan for their respective contests, and work with any others to do the same.
In last December's ARRL 160m Contest, stations did a very good job of avoiding the 1830-35 window asked for in the contest rules (graph available if anyone wants more info).
