Ok guys,

Tom is right on this one.  During the winter NAQP I heard many stations
cq'ing in the dx window on 160, did I work them, no I didn't work anybody
below 1840.  I also hear it year after year after year in the phone SS. 
I've suffered way above 3800 while many stations ran and ran with a clear
frequency clearly ignoring the ARRL suggested bandplan.  

It is not hard to ...uh... police these matters.  All it takes is a couple
of years of cracking down by the sponsers and some well placed
disqualifications and people will get the message.  If the rules say operate
with good amateur practices then enforce the rules.

The CQ WW SSB is coming up.  Why don't we get the word out that it is cool
for dx to listen for US/VE above 1850, it works on 80, it works on 40 why
not 160.  If the cw types decide that they have to qrm the SSB DX I'm sure
our fancy auto notch filters will get some use.
