Split operation helps in the case where there are regional allocation
differences (either band plan or regulatory).  For example on 40m, most DX can
*only* work below 7.100 and USA can *only* work about 7.150, so split is a
MUST. Also, 7.040 and below is *supposed* be left to CW (regional bandplans,
not regulations) but much SSB occurs down to 7.020 and even slightly below. 
But there is still usually a good 10-20 KHz left for CW work at the bottom end
of the band, and except for contests, that's where most of the DX CW activity
occurs anyway.

160m SSB would also benefit from such an arrangement if the US was restricted,
to say, above 1.850 and the rest of the world below, again keeping in mind some
sort of band plan (not regulation) that keeps SSB above, say, 1.820, to leave
room for those who choose to operate 160 CW during an SSB contest.

40 SSB is a very tough band (mentally) and coupled with the fact that CW is far
superior in weak-signal conditions vs. SSB, it's not surprising that fewer QSOs
are made there than on CW.
